Enable Dependabot GHA workflow updates #33

Following this GH doc, this enables Dependabot updates on this repo to help keep GHA workflows updated

Would add the builds of this action have fallen pretty far out-of-date. Please see this log as an example. Hoping adding Dependabot will help us get things updated here (and help us in staying on top of updates going forward thanks to the bot automation)

@beckermr could you please take a look? Appears GHA isn't running

Edit: Should we just merge since this doesn't affect CI here?

Looks like the keep alive workflow failed.

Push a commit and it should run.

Are you sure? CI status here shows as waiting

The GHA results for the repo are weeks to months old
