Rebuild for Python 3.7, GCC 7, R 3.5.1, openBLAS 0.3.2 #14

This package has the following downstream children: arrow-cpp bgen tiledb And potentially more.

This PR was created by the cf-regro-autotick-bot. @mariusvniekerk I think the problem is that libzstd.pc is installed to $PREFIX/$PREFIX/lib/pkgconfig. There is one $PREFIX too much in the path.

@mariusvniekerk I took your branch and fixed the remaining things over at https://github.com/conda-forge/zstd-feedstock/pull/15 This is now green and can be merged.
