Figure Out Layout / Placement for Learning Resources (e.g., tutorials) #131

Description

It would be ideal to have learning resources be featured prominently on the conda.org site. Issues like this one for a conda-build tutorial will most likely be implemented as a blog post initially, but it would be good for things like this to have a dedicated section, much like what we see with the FAQ.
