Integrate with `- pip:` section in `environment.yml` files in `conda env` #16

It would be nice to have conda env handle the PyPI dependencies via our integrations for safer installs. This would be done via an opt-in plugin implemented in still non-existing hooks. Added https://github.com/conda/conda/issues/13833 to discuss that in conda/conda.
