Community SLA #146

We should develop an SLA for community requests to boost confidence in our project.

Interesting idea, that'd be a first for Anaconda to propose such a thing. I would worry if we'd be able to follow-through with it. Also, while the project is in incubation, I doubt that's practical.

Given how critical the conversion work is to conda-forge, I would like to at least set expectations around response timed to issues filed. Some of the other tooling we're planning on may also be critical enough to warrant some kind of response time.

I understand it might be abnormal for open software, but I would like to provide some kind of assurances to our users.
