CEP proposal to improve the support and documentation for creating .conda packages with conda-build

I would suggest building version 2 .conda exclusively as a new default. This will inconvenience a maximum of 1.1% of downloaders, but it would be shocking if those same downloaders need to use a very old conda to install very new packages.
