🤖 Init `update.yml` workflow #31

This adds the update.yml workflow (and the accompanying config.yml) to this repository to enable regular syncing and templating of standard files (e.g., Code of Conduct file, CLA bot workflow, stale bot workflow, etc.).

@conda/communications only the CODE_OF_CONDUCT.md was synced from conda/infrastructure previously. None of the other default workflows (e.g., stale & lock bot, add to project, etc.) were synced. Is this still the preferred setup here?

@kenodegard TBH I think that isn't preferable anymore, we should do that now.
