Whoops! By "user" I mean any downstream user, so we still want to notify of removing docker images (CLS used to use these, possibly others too) and the new stable artifacts (packagers and conda-forge will care), added back in https://github.com/conda-incubator/conda-dot-org/commit/4009a32474a58f918f6e9f638115cbc3fce6bdc1
