Use conda-lock with the conda-lock project (dogfood) #359

Attempt to solve #357.

TODO: how can we sensibly generate lockfiles for different Python versions for the tests? Once we figure this out, delete the redundant requirements-dev.txt and update the CI

Note that the optional dependency for cachecontrol isn't getting picked up. I managed to solve this by adding cachecontrol-with-filelock to tool.conda-lock.dependencies.
