Tweaks to the voting texts

This contains the following changes:

• tweaks to the voting text examples following some practice in the past year
• adopting "Anywhere on Earth" as a calendar designation, a pseudo timezone, to indicate deadlines and be more inclusive to our global community (Fixes #61)

I don't think this needs a vote since the fundamental policies are the same and we are only adopting conventions for their execution. I propose we wait one week for comments and then merge if we get none.
