Move all PRs from Planning project to Review project #696

What is the idea?

Move all PRs from the Planning project to a new Review project.

Why is this needed?

  1. PRs will no longer count towards the Planning project's 1200 cards limit (yay, more space).
  2. PRs will no longer be tracked on the Kanban board (only issues). This will make it easier to track our Kanban metrics.

What should happen?

Create a new Review project with PRs. It can be sectioned similarly to the Epic project, where conda and conda-build have dedicated boards, and all other projects are grouped together.
