Issue 733/add status to infra readme #746

Description

As noted in Issue #733, it has been suggested to add a link to the Anaconda Status Page in the Infrastructure repo's README as an easy place for folks to check for known issues before opening a discussion or issue directly.

This change adds a link to the README and adds JetBrains .idea/ project files to the .gitignore for this repo
