@kenodegard is it still worth lowering the timeout for locking closed issues?
A whole year is probably overkill so lowering it makes sense but a month feels a little short (especially since our releases are bi-monthly). Maybe 3 or 6 months?

Description
The reasoning here is that some older tickets in the conda org have been waiting to be locked for a long time. We need to point out to new participants that there is a way forward instead of piling on, especially if the old issues were open-ended and no decision was made in the past. It's worth opening new issues instead.
