Use `--implicit_start`, add `ruff` & `pretty-format-toml`

Description

Just some spring cleaning:

• use --implicit_start to remove unnecessary --- at the start of every yaml
• add ruff for our Python script (sort_json.py)
• add pretty-format-toml to keep pyproject.toml formatted nicely
