Update our response templates on "HOW_WE_USE_GITHUB.md" #959

What is the idea?

We need to go through the templates and make sure they are still relevant (https://github.com/conda/infrastructure/blob/main/HOW_WE_USE_GITHUB.md#are-there-any-templates-to-use-as-responses-for-commonly-seen-issues)

It would also be good to update the "off-topic" response with all the other places a user may look for help (e.g. Discourse, Stack Overflow, etc.)
