Once the scoping document is updated (see https://github.com/confidential-computing/governance/pull/62) add this document to the website.

Also, once added, update the TAC whitepaper with a link to the new scoping document. Ensure versioning of the TAC document exists.

Ask Dave if he wants to incorporate Railey's feedback before updating the TAC whitepaper.
