Finalize Graduated Lifecycle language #104

Currently there are only 2 stages for defining where a project is in its lifecycle. There have been previous discussions on defining new stages. Options for resolution:

  1. Adopt new stages
  2. Talk about proposal and fix it
  3. Delete the proposed new terms and just use the the two currently adopted stages, sandbox and incubation

@krtaylor I think the currently defined stages are for proper defining of the project stage and also it can be seamless way to contribute whether the project have gotten the resources or not

As noted in the October 31, 2019 TAC minutes : "The discussion focused on agreeing to enough of the document to test it against the three proposed projects on the meeting agenda". As noted later in the minutes, those were the Sandbox and Incubation stages.

The text for Graduation and Emeritus stages has not been discussed by the TAC and hence is not yet actually approved.
