Update project benefits #94

From the Feb. 24 TAC agenda slides, a list is: CCC projects have access to a number of benefits:

The text at https://github.com/confidential-computing/governance/blob/main/project-progression-policy.md under "Benefits of being a recognized Consortium project" needs to be updated accordingly

Should I keep the benefits which are existing and add the prescribed ones? Or just scrap it off and make it from start?
