Bump golang to 1.21.11 to resolve vulnerabilities:

As with https://github.com/confidential-containers/cloud-api-adaptor/pull/1836 we expect the csi-wrapper and peerpod-ctrl checks to fail as the quay.io/confidential-containers/golang-fedora:1.21.11-38 image that they now rely on is only build as part of the PR merge
