gpu: Add runtime configurations for kata, snp, tdx #188

I would like to add GPU runtime configurations to the CoCo operator,

Users should be able to run a GPU workload with the default install.

The idea is to have kata-gpu kata-snp-gpu and kata-tdx-gpu

Has there been any progress here? We could start a proposal here? @sameo , @jepio , @surajssd etc?
