Deprecate `ensure_from_older_version` #165

After https://github.com/CosmWasm/cw-plus/pull/761 is merged, and there's a new release of cw-plus.

Move to use ensure_from_older_version from cw-utils, to avoid duplicated code / potentially differing versions of the same migration functionality.
