Arbiter Pool Membership Management #247

As an Arbiter Pool member I want to see a dashboard that allows me to add, and remove ~~and punish~~ members.

The process to add and remove ~~and slash~~ a member are the same as a Trusted Circle voting participant

~~The escrow required is 10 TGD~~

@confio/matadores Please, talk about if this issue needs to be split into multiple parts to keep quality and reviewability high. You can also split this into multiple parts when you have technical planning.

I'd recommend using the same design as for the rest of the views (Trusted Circle, Oversight Community) for MVP. I would split the ticket in:

AP view: the main screen with the graph, the escrow, and the members, and the proposals table.
The create proposal functionality.
The proposal detail functionality.

Those would be the proposal types, so for each of those tickets it would be 1 create proposal and 1 proposal detail. We should also have another ticket for Open Text Proposal for AP, since I'm currently working on that but for the other views. (Not for AP because the view it's not ready yet)
