Non-Voting participant - Escrow section needs disabling #271

As a non-voting participant is is confusing when I see Your escrow with a Deposit escrow button. For a non-voting participant this needs setting to inactive and the message should be displayed No escrow required in place of the Current paid in and Needed to get voting rights

Testing dev.tgrade.finance connected to internal-8 there is an escrow requirement for non voting participants. The escrow needs disabling again.
