Backport multisig fixes to TC #523

Recently a couple of multisig bugs were fixed in cw-plus:

Implement these fixes in the Tgrade voting contracts (tgrade-trusted-circle in particular, but also tgrade-oc-proposals and tgrade-ap-voting).
