Add release tool to bump the version and populate the readme #363

This script is used by our automation to add to the readme a list of changes. This also changes the changelog to be chronological.

Can you please rebase it to 0.7.x? That branch does not have changelog though, so it's worth checking if the file exists prior to updating it.
