Include change log tool #10

for #9 Issue.

we use git-chglog/git-chglog to manage change logs.

Should be Define Repo rules

we should be use Semantic Versioning 2.0.0 | Semantic Versioning at versioning. and we should be use prefix tags at commit messages. (like this)

we refer to commit message in angular/angular.
