CONJUR_OSS var is documented and checked in dependency script #34

Looks like CONJUR_OSS env var was added to utils.sh but it isn't mentioned anywhere in the README and is not checked in 0_check_dependencies.sh. We should work it in.

This env var is only on the oss_demo branch which I think is still a WIP.
