fixes for graylog/prometheus fragments for hadoop and spark bundles

• use juju config foo bar values instead of assuming defaults
• add machine placement specific to the bundle that is being modified
• pack vhost.tmpl and dashboard.json into the spell directories so we can easily configure apache and grafana after-deploy
