Add Permission regarding Colored Locked Signs #59

Our server give 'color chat' and 'color code sign' permission for only server sponsor. But I found default user can add color code sign through /lock command. How about adding color code permission on this plugin at next update?

Totally did not think about that. I should make a separate permission "lockettepro.colorsign", enabled by default, that controls whether a user can use colored signs or not.
