In a recent project we determined that the responsive tabs system we use was not sufficient for our needs. This has occurred on other projects, too, and considering the frequency is increasing, it's time to look for a new responsive tabs plugin. I found one that checks a lot of the requirements boxes. @stoff has used it in the past, too, and liked it. The codebase itself is well-written, too, so it should be easy to extend for individual project needs. Some features that it has that are particularly useful:
deep linking so you can open a tab with a hash
browser history
utilizes jump links for a graceful degradation for users without JavaScript enabled
Some enhancements/changes I'd like to maybe see as part of customization for our own use:
remove rotation feature (has anyone ever needed it? It feels more like a carousel with this as an option)
