This feature adds documentation to the base project itself which will form the basis of the docs hosted on github.io.

Additional ideas:

• JavaScript documentation done with YUI doc. This would go well with the JSBuildImprovement branch.
• Quick Start Guide, though I can't imagine what contents would be useful here beyond what's already in the project README and the documentation page.

Since the initial goal of this was to clean up the documentation and re-brand it with Phoenix styles, I am going to merge and close this PR. The additional ideas above will bode well as additional features to add down the line when their dependencies are ready.
