DOC: Update/add documentation about EEG pipeline

Connectome Mapper 3 is a BIDS App that implements full anatomical, diffusion, resting/state functional MRI, and recently EEG processing pipelines, from raw T1 / DWI / BOLD , and preprocessed EEG data to multi-resolution brain parcellation with corresponding connection matrices.

This would consists of:

[x] Updating docs/images/flowchart_bidsapp.png with EEG pipeline.
[x] Updating docs/index.rst and README note about EEG pipeline.
[x] Add a link to VEPCON dataset in docs/cmpbids.rst for an example dataset with EEG.
[x] Update command line usages in docs/usage.rst.
[x] Update docs/cmpbidsappmanager.rst with screenshots and description of the configuration of each stage.
[x] Update docs/outputs.rst with the list of "EEG Derivatives" produced by CMP3.

(- Add a note with link to the EEG pipeline notebook. For instance, it could be in docs/usage.rst and/or docs/cmpbidsappmanager.rst.)
