Document local setup for mainnet staging #5455

Problem

Need a mainnet like environment to test new chain integrations. Local setup part is tracked here.

Impact

This affects the stability, cost, and quality of the protocol. Connector or watcher integration bugs can have system wide impact.

Proposed Solution

Use local setup to drive off-chain for mainnet staging env, as needed.

Acceptance Criteria

[ ] Document config needed for local off-chain setup
[ ] Use shared mainnet staging db to keep state
[ ] Document DataDog logging config, to push local logs to DD

impact: currently low but not very useful until we expand chains no guide on mainnet staging yet
