[ST] Incorrect Additional Relayer Fee #6343

Describe the bug A GIV transaction from Optimism to Gnosis was started with GIV as the asset to pay the relayer fee. Now it's stuck on LowRelayerFee and asking for Additional fee as 0 oETH. The relayer fee was bumped manually and the transaction is complete. But the underlying bug is still there and will probably happen again
