Reason for disagreement: Those are non-functional requirements, not a definition of impatient users. For example, impatient users may want to have even less waiting time than the NFR calls for. The NFR simply states the bare minimum, not necessary the optimal requirements that you would want to write in the user story.
User story about impatient user wanting to manage up to 1000 stalls in reasonable time is vaguely defined. What is "manage" and what is a "reasonable time"? What exactly would such a user need to "manage" for 1000 stalls? Would be better to give hard metrics for these things.
