Add admin ability to temporarily block a member from participating in events #17

For example when a member has more than an agreed upon limit of debt, he or she should not be able to take on further expenses by signing up to events.

@jonaslb Automatically via community settings or manually add/remove from exclusion list?

I think manually is the best. Possibly when an exclusion is added, there could be an option to automatically lift the restriction when the balance goes above some value again.
