XMIT LED is always "on" and cannot be turned-off #3

The XMIT LED, D1, is always illuminated and cannot be turned-off. The problem was discovered by Test02-XmitRecvLED.

Investigation found KiCAD used an incorrect TO-92 footprint for Q1, 2N3904, reversing the Base and Collector pins.

Further investigation confirmed the correct TO-92 footprint was used for Q2, 2N3906.

A temporary workaround on the V1.01 PCB will require a patch to reverse the Q1 leads. A permanent fix will require a new footprint for Q1 and revised Gerbers. The schematic and tests are OK.

The Digikey 2N3904 symbol reversed the pin assignments for B and C
