274 write 20 migration to add the database version table #293

I wasn't sure weather to merge to main or the database migration branch so I just put the database migration one, let me know if i should change that. This pull request includes all of the work to get implement our migration algorithm and get the database up to version 2.0 which is the base version of the database plus a table that stores the current version.
