Add Postprocessing Part of DSPEC

Steps:

• add version to the dspec
  • version one is the older version of the dspec
  • version two is the newer version that includes post processing and changes some of the structure of the dspec
• create the new structure that includes post-processing
• add logic for parsing new dspec
  • adding new objects to the dspec class
  • new dspec parsing class
  • maybe include unit test for new version of dspec

Notes on 2.0 version:

• dependent series
• post process calls
• an ordered vector
  • what order to ingest the series in
  • series are different from the ones we ingest
  • the post processor will name the series, add to the list of ingested data and adding to the list
