Interpreting year numbers #9

So plain numbers are interpreted as years, alright ^^ but what is up with the timezone offset (I am in Kenya on EAT)? Not sure if chrono-english is onto something here. Also, maybe there could be a flag on the default unit when none is specified - in my case relative minutes would be ideal.

Additionally, when I specify 24-08-11 it is interpreted as year 24, but I would expect it to use 2024.
