Resolves #223

Enforce setuptools>=67.3.0 in build-system

Other changes:

Add sphinx_rtd_theme to docs requirements
Ignore E225, E231 in flake8

Once that's up, we can try to test again, then merge this PR into main. And then we can make a new patch release to PyPI, which should fix the issue you experienced with Python 3.12
