✅ | Update IPC spec to include Filecoin's new f04 address

Description

Filecoin will potentially include a new f04 address that is potentially general enough to implement our proposed "hierarchical address". We should read the spec for that new address and consider it in our own spec, as it may remove the need of a new address from our side.
