Adding version information in solidity contracts #649

For registry, gateway and subnet actor, we can provide some kind of version information so that we know if the latest fendermint is actually compatible with those contra#649 Adding version information in solidity contractscts, such as getVersion. This method can also be used for contract upgrades as well.
