There should be an additional API call (and front-end button) to allow "Submit for review" #102

This feature would be identical to the current "Submit" action, but it would not mark the report's "submitted" field as true. and would be called "Submit for review". The current "Submit" action should be renamed "Finalize", and would mark the report as "submitted", after which no further actions can be taken other than viewing.
