This update adds the submit for review and finalize report functionality to the frontend. It also adds the spinning animation to the delete report, submit for review, and finalize report button. To test make sure your .env is updated and then log in and create a report. Save some sections and click submit for review. You should get an email with your report details a title ending with (REVIEW). Create another report and click Finalize Report. You should get an email with a title ending with (FINAL). Go to the edit report page. The report you submitted for review should be editable and the finalized one should be viewable only. Edit the submitted-for-review report and submit for review again. Confirm you get another email. Delete it. Create a new report, close it, and go to the edit report page. Open the new report and click Finalize Report to send it and confirm you get the email.
