`Euler/EulerAEOS`: adjust bounds relaxation #102

Rarefaction test with the following modified configuration:

subsection F - HyperbolicModule
  subsection indicator
    set evc factor = 0
  end
  subsection limiter
    set relaxation factor = 8
  end
end
