[4.9.37] - Application receipt mail and application PDF are in italian even if English is selected as language #30

After filling an application with English language selected, the receipt is sent in Italian and the PDF of the application is generated in Italian, even if the corresponding labels are defined in cool-jconon_en.properties.

Sorry for operning the issue, I realized that it is correct that the application is generated in Italian, since it is meant to be managed by Italian committees.
