Upgrade to mkdocs 1.x #890

Steps to reproduce

Published Robo site via ./robo publish or ./robo release

Expected behavior

There should be a beautiful, themed site with a homepage at https://robo.li

Actual behavior

The site at https://robo.li was missing its robo.css file, its homepage, etc.

Workaround

Run the build again after reverting to mkdocs version 0.16.3.

Ideally, we would update our mkdocs templates for version 1.0 stable. See #889

This seems to be the case again. The homepage on https://robo.li is currently missing. Only the rest of the docs are available.
