Insufficient voltage on VCC #1

Expected output of on board voltage regulator 7805 is 5V. But it was measured 
much less around 3.8v. Output of 7805 is connected to uController VCC, AVCC 
MAX232 VCC, DS1307, DS1621 and LCD supply.

For 7805 voltage regulator input voltage should be more than 5v. On TiGER board 
input voltage jack is for 5v and hence input voltage can't be changed. There 
are two possible fixes.

1. Use 6v-12v DC adapter - But on board power jack is compatible with 5v jack 
only (5v 6v 9v and 12v jack has different size and are not compatible). So 
either on board jack need to change as per input voltage or pin header of DC 
adapter need to be replaced with 5v pin header.

2. Remove on board 7805 and place jumper between Vin and Vout and use only 5v 
DC adapter.

We are going with 2nd fix. User can use 6-12v adapter along with 7805. This 
also requires documentation (getting started) changes.
