This PR:

upgrades the typescript-eslint packages to v6, adding recommended-type-checked and stylistic-type-checked as extended rules configuration;
replaces pretty-quick with lint-staged in order to support Prettier v3;
add Node v20 to CI matrix;
fixes the warning about empty line after block in jsdoc comments;
bump version to 11.0.0
